Before launching his consulting practice, John spent more than a decade in senior leadership roles in public education. As Chief Strategy Officer for San Antonio ISD, he led a five-year districtwide strategic planning process, supported the Board of Trustees in adopting a new student vision and long-term goals, and co-led complex enrollment and school consolidation work in response to declining enrollment.

John also led SAISD’s Office of Innovation, where he helped create or redesign more than 20 new schools, including some of the district’s first charter partnerships under Senate Bill 1882. Earlier, he drove growth strategy for KIPP San Antonio, supporting demographic analysis, facilities planning, and the opening of a K–12 campus serving nearly 2,000 students.

Across these roles, John secured millions of dollars in public and private funding, leading SAISD’s District Grants Department, KIPP San Antonio’s development team, and serving as Board Chair of the External Relations Committee for Communities in Schools of San Antonio. He began his career as a real estate and banking attorney, advising public, nonprofit, and private organizations on complex transactions and governance issues.

These experiences shape the work of Norman Consulting today, including:

• Supporting a Head Start operator with long-range facilities planning, goal setting, and program design

• Partnering with a community college system to design a new adult high school diploma program

• Advising a charter organization on establishing its first district–charter partnership

• Supporting an urban school district through a large-scale school planning and consolidation effort grounded in data analysis and extensive community engagement
